Tender Notice for Comprehensive Study on Waste Value Chain Mapping, Uploading of Data on Centralized EPR Portal, and EPR Linkage in Bengaluru, Patna, Varanasi, and Tiruchirappalli.

Background: Waste solutions for Circular Economy’ is supported by a joint climate action program- MAF (Mitigation Action Facility) set up by the German Federal Ministry for Economic Affairs and Climate Action (BMWK), Department for Business, Energy and Industrial Strategy (BEIS) of the United Kingdom (UK), European Commission (EU Commission) and the Children’s Investment Fund Foundation (CIFF). This is a 5-year project which is being operated in 5 lighthouse locations- Patna, Varanasi, State of Goa, Bengaluru & Tiruchirappalli with local and state governments as partners. GIZ will act as the NAMA Support Organisation (NSO) for the project and will be responsible for the delivery of funds, services, financial and administrative management of the project.
Waste management is vital for sustainable urban development, impacting public health, environmental conservation, and economic efficiency. However, challenges like fragmented processes, inadequate cost recovery, and limited collaboration with recyclers hinder effectiveness. Aligned with frameworks like EPR, there is a need to map the waste value chain, analyze costs and revenue streams, and foster ULB-recycler partnerships. There is a need to conduct a comprehensive study in Bengaluru, Patna, Varanasi, and Tiruchirappalli to enhance waste management through EPR linkages and centralized data management. As a part of the project, GIZ India intends to hire services from able and willing firms as development partners for this study.
Tasks of the assignment: 1. To map the waste value chain from generation to processing or landfill or dumpsite (in 4 cities - Bengaluru, Patna, Varanasi, and Tiruchirappalli) 2. Assessment of cost incurred in Collection & Transportation, processing and disposal by ULB or Private entity 3. Revenue stream mapping through the sale of dry waste, compressed biogas (CBG), compost, and other byproducts. 4. Capacity building of the ULB officials on low-carbon waste management solutions and EPR for uploading collected data to a centralized portal for informed decisions and policy-making. 5. Prepare an EPR business model for each cities (Bengaluru, Patna, Trichy and Varanasi) 6. To facilitate the registration of ULB with EPR and contractual agreements between ULBs and recycling facilities registered on the EPR portal to ensure compliance and operational efficiency.
