Background:
To address the air pollution problem in India, the Government of India through the Ministry of Environment, Forest and Climate Change (MoEFCC) launched ‘National Clean Air Programme' (NCAP) in January 2019 as a national-level strategy to achieve the national level target of 20-30% reduction of PM2.5 and PM10 concentration by 2024. For priority action, 124 cities have been identified by MoEFCC as non- attainment cities due to air pollution levels in exceedance beyond permissible National Ambient Air Quality Standards (NAAQS) based on data generated under National Air Quality Monitoring Programme (NAMP) during 2011-2015. PRANA, the Portal for Regulation of Air-pollution in Non-attainment cities, for monitoring and managing implementation of the National Clean Air Programme (NCAP) has been developed by MoEFCC and CPCB with the support of GIZ. PRANA portal has internet for keeping public informed with up-to-date information and robust intranet for filing of information by ministries, states, cities, online approvals, financial management etc. There is a need for continuation of IT Services from September 01, 2022 for further portal development with additional features and modifications as may be necessary for the PRANA Portal, its operations and maintenance, and providing technical support to the NCAP programme partners (MoEFCC, CPCB, city authorities, SPCBs etc.).
Objectives:
The objective of the consultancy services is to provide IT Services to the Central Pollution Control Board (CPCB) for further portal development with additional features and modifications as may be necessary for upgradation of the PRANA portal, its operations and maintenance, and providing technical support to the NCAP programme partners (MoEFCC, CPCB, city authorities, SPCBs etc.) for ensuring that the PRANA portal is the digital gateway for NCAP programme management, monitoring, communications and source of information/documents via internet and an up-to-date information tool for public via intranet.
